Beginning with an overview of the Second Class Township Code requirements for bidding, this session will cover some "Best Practices" geared at creating conditions that attract more competent bidders and competitive pricing.  Updated to reflect trends and issues encountered over the past year, and following analysis of thousands of public projects in Pennsylvania, this session will offer valuable tips and tricks that produces real results when bidding projects.
