Cable Franchising in the Wake of the FCC's 2019 Order - Virtual - 8/10/20

This session explores and explains a landmark FCC cable franchising order that went into effect September 26, 2019. It represents the most dramatic change in cable franchise rules in the last 30 years. The order determined that all in-kind, noncapital cable company benefits to municipalities fall within the 5% franchise fee. This means that franchise fee payments could be reduced by the value of these benefits, including courtesy services, access channels, etc. This ruling will most likely impact all of Pennsylvania's townships.
